| I believe that 'xo xo' is usually used in the end of the letter and has the meaning - 'kisses'. As an option, it can be a joyful expression of Santa Claus "Ho-ho-ho!" or a rhyme in songs of drunken pirates "...and a bottle of rum, ho-ho!". Or it is something hand-made by the author and the meaning is clear only to her, which is more adequate, since it is xo_xo, not ho_ho
